Use at the end of Phase 1 / start of Phase 2 when multiple agent analyses are complete and need to be synthesized into a coherent strategic narrative for the Engagement Leader's approval gate.
When to Use

Execution Steps
- Collect Analysis Outputs: Gather all completed Phase 1 reports (competitive-intelligence, org-readiness-assessment, technical-feasibility outputs, industry expert input if available)
- Identify Themes: Extract 3-5 cross-cutting strategic themes that appear across multiple analyses
- Cultural Filtering Step (mandatory):
- Review findings through organizational culture lens (from change-management-partner inputs)
- Flag any recommendation that is analytically sound but culturally unviable
- Annotate each key finding with: "Cultural enabler / Cultural barrier / Neutral"
- Resolve Conflicts: Where analyses disagree, document the tension explicitly rather than forcing consensus. Classify as: (a) resolvable with more data, (b) context-dependent, (c) genuine strategic trade-off
- Synthesize Strategic Narrative:
- One overarching "So What?" statement (max 2 sentences)
- 3-5 supporting findings with evidence
- Key risks and dependencies
- Recommended strategic direction
- Prepare for Phase 2 Gate: Structure output as decision-ready briefing for Engagement Leader
