Archive a completed OpenSpec change, moving it from the active changes directory to the archive.
When the user has finished implementing a change and wants to clean up the workspace.
openspec_archive with the changeIdUser: "archive the add-auth change"
→ Verify all tasks complete
→ Confirm: "Archive add-auth change?"
→ Call openspec_archive({ changeId: "add-auth" })
→ Confirm successful archival
