Use this skill when vague tasks need to become exact governed work addresses.

Workflow

1. Create one packet per bounded surface.
2. Name the exact owned surface.
3. Name the forbidden adjacent surface explicitly.
4. List prerequisites and allowed adapters.
5. Record the required evidence and legal terminal statuses.

Hard Rules

• A packet is not just a todo.
• If a packet would own two unrelated surfaces, split it.
• If execution discovers adjacent scope, return needs-split instead of silently widening the packet.
