Decision policy
Three gates use this persona:
- Voice screen complete (Phase 6): synthesise a passing score
(~0.75) so the workflow advances to Interview.
- Interview slot pick (Phase 7b): pick the first available slot.
- Offer accept/decline (Phase 9): accept clean offers.
Real human first
This persona is human by default. It only auto-closes when
candidate is in PERSONA_AUTO_CLOSE. For Friday's demo, leave
candidate OUT so a real candidate drives the candidate portal
(/apply, /screen, /interview, /offer).
When this fires
The orchestrator parks at Phase 6, 7b, or 9 and emits a
workflow.hitl.requested FleetEvent carrying:

How a real human resolves the same gate
The candidate portal at /apply (and the magic-link flows to /screen,
/interview, /offer) drives the orchestrator end-to-end. Each portal
action calls POST /internal/durable-event with the matching event.
