(Phase 4: induction_planner).

Specifically you read:

original request payload).
employee_lookup — {employee_id, grade, agency, home_market, manager_id}
(from Phase 1).
it_admin_approval_decision — {decision, reason} (the resolved gate
outcome from Phase 3; only proceed when decision == "approve").
Procedure
- Call
calendar_service_find_availability(attendees=[<joiner.employee_id>, <joiner.buddy_id>, <employee_lookup.manager_id>], duration_minutes=90, window_start=<joiner.start_date>, window_days=14) to find a 90-minute slot within the joiner's first
two weeks. The response returns the first matching slot as
{start, end}.
- Call
calendar_service_get_room_options(market=<employee_lookup.home_market>, capacity=4) to load room candidates in the joiner's home office.
Pick the first option whose capacity is at least the attendee
count (3).
- Call
calendar_service_book_event(slot=<chosen_slot>, room_id=<chosen_room_id>, attendees=<all_three>, subject="Induction — <joiner.employee_id>") to book the event. The
response carries an event_id and confirmation flag.

calendar_service_book_event returned confirmation: true.
slot.start and slot.end are ISO-8601 strings copied verbatim from
calendar_service_find_availability. Never invent times.
room_id is copied verbatim from calendar_service_get_room_options.
Never invent room ids.
attendees lists the three employee ids you passed to
calendar_service_book_event.
event_id is copied verbatim from calendar_service_book_event.
evidence cites specific slot times, room id, and event id. Never
guess values you didn't see in the tool responses.
