Operate the seven Huawei Cloud CodeArts services that are NOT project planning/design — CodeArts Repo, Check, Build, Artifact, TestPlan, Deploy, and Pipeline — using hcloud CLI (KooCLI) as the only mechanism. For each service this skill discovers existing resources, and where an operation's parameters are confirmed against its own API Reference page, creates/modifies and verifies them. Where an operation cannot be confirmed (most notably build-task creation/execution), this skill documents the gap explicitly and routes to a live probe, the console, or CodeArts Pipeline, instead of inventing a command.
This skill is the operational counterpart to the companion huawei-codearts-project-design skill, which owns CodeArts Req (ProjectMan) project planning and creation. This skill never creates, renames, or deletes a CodeArts project; it only resolves an already-existing project_id.

Safety and approval gates
Any create/update/start/run operation (across any of the seven services) requires explicit approval before execution
Reusing an existing resource instead of creating a new one (for example, a repository that already exists with the intended name) requires explicit confirmation from the approval owner
Any delete/stop-style rollback action requires explicit approval and must first be confirmed to actually exist for that service (see # Rollback below) — never assumed
Starting a CodeArts Deploy deployment task or running a CodeArts Pipeline are treated as high-impact write actions (they can affect running environments) and require explicit approval every time, even on repeat requests
Adding members/roles to a CodeArts Repo repository, or attaching test cases to a CodeArts TestPlan plan, requires explicit approval

Workflow
This skill's workflow has a short, generic front section (parse intent, discover auth/region/project) common to all seven services, followed by exactly one per-service module selected by target_service. The per-service modules are NOT sequential steps of one pipeline — only the module matching the request's target_service is executed.
STEP 1 — PARSE INTENT
Classification: AUTOMATED
Objective: Extract and validate target_service, action, region, project reference, and any service-specific identifiers.

Capability gap handling
When a capability required for a CodeArts Repo/Check/Build/Artifact/TestPlan/Deploy/Pipeline operation is not available or not confirmed:
Document the gap with Gap ID, phase (service), and impact (see # Per-service operations and the known gaps below)
Classify the gap: critical path (blocks the requested action) or optional
Evaluate alternatives:
Can the step be performed via hcloud CLI after a live --help probe? → PROBE_HELP_BEFORE_USE (preferred)
Can it only be done manually in the console? → USE_CONSOLE_OR_PIPELINE_FOR_CREATE / USE_MANUAL_CONSOLE_FALLBACK
Is there a documented, non-deprecated replacement operation? → AVOID_DEPRECATED_OP_PROBE_REPLACEMENT
Can an existing MCP tool accomplish the task? → USE_EXISTING_TOOL (not applicable to any gap in this skill)
Is a new MCP needed? → CREATE_NEW_MCP (last resort; not applicable to any gap in this skill)
Never auto-activate a generated MCP or invent an undocumented command as a workaround

Known capability gaps (see the frontmatter's metadata block above, and # Per-service operations for each service's specific gap):
GAP-CODEARTS-OPS-101 (CodeArts Repo): AddSshKey, ListSshKeys, ListRepoMembers, AddRepoMembers, CreateNewBranch, ListBranchesByRepositoryId, and DeleteRepository are confirmed to exist for CodeArtsRepo (listed by hcloud CodeArtsRepo --help / API Explorer), but their exact parameter sets were not independently checked against each operation's own API Reference page during authoring.
GAP-CODEARTS-OPS-102 (CodeArts Check): No operation to create or trigger-run a check task was found in the public CodeArts Check API Reference under the CodeCheck service; check tasks are created and started from the CodeArts Check console or from a CodeArts Pipeline job. This skill only lists tasks and reads their metrics/issues via hcloud; it does not create or start check tasks.
GAP-CODEARTS-OPS-103 (CodeArts Build): This is this skill's most significant capability gap, analogous to CreateProjectV4 in the companion CodeArts Req skill. The legacy build-task operations (CreateBuildJob, UpdateBuildJob, ListDeployTasks-style job listing) live under the older 'CodeCI' API namespace and several are explicitly marked deprecated or 'Out-of-date'/'Unavailable Soon' in their own API Reference pages. The current, non-deprecated CodeArtsBuild namespace only had ShowJobConfigDiff confirmed with a full parameter table at authoring time. No create-build-task or run/start-build-task operation could be confirmed under the current CodeArtsBuild service name. Before relying on any create/run/list build operation, this skill MUST probe hcloud CodeArtsBuild --help live and cross-check the operation's own API Explorer 'CLI Examples' tab; if the operation is missing, deprecated, or its parameters cannot be confirmed, use the CodeArts Build console, or drive the build through a CodeArts Pipeline job (see the pipeline module) instead of guessing a command.
GAP-CODEARTS-OPS-104 (CodeArts Artifact): CreateArtifactory (creating a non-Maven repository) is confirmed to exist by name (it appears as the documented 'next topic' after DeleteRepository in the Repository Management section) but its full request-body parameter table was not independently fetched/verified during authoring. Probe hcloud CodeArtsArtifact CreateArtifactory --help and cross-check the CLI Examples tab before scripting a create call.
GAP-CODEARTS-OPS-105 (CodeArts TestPlan): ShowPlans (listing test plans in a project) is confirmed to exist and to sit immediately before CreateTestCaseInPlan in the Test Plan Management section (GET .../plans, consistent with the sibling path .../plans/{plan_id}/testcases/batch-add), but its own query-parameter table was not independently fetched. In addition, KooCLI's exact CLI syntax for the testcase_id_list ARRAY body parameter of CreateTestCaseInPlan was not observed live; confirm the current array syntax with hcloud CloudTest CreateTestCaseInPlan --help or the operation's CLI Examples tab before scripting it, rather than guessing a bracket/comma format.
GAP-CODEARTS-OPS-106 (CodeArts Deploy): The application/task-listing operation ListDeployTasks (GET /v2/{project_id}/tasks/list) is confirmed to exist and confirmed under the CodeArtsDeploy service name, but its own API Reference page explicitly states it 'will not be maintained after September 30, 2024' and directs callers to use ListAllApp instead; ListAllApp's parameters were not independently verified during authoring. Do not use ListDeployTasks for new automation; probe hcloud CodeArtsDeploy ListAllApp --help first, and treat deployment-task/application listing as needing live confirmation.
GAP-CODEARTS-OPS-107 (CodeArts Pipeline): ListPipelines is confirmed to exist (its JSON response shape was observed in the public API Reference example), but its query-parameter table (pagination fields such as offset/limit, and any filters) was not independently fetched during authoring. CreatePipelineNew's 'definition' body field is a large nested JSON structure (stages/jobs/steps) whose full schema was only partially observed via example payloads; do not hand-author a 'definition' value from guesswork — generate it from the console's 'Create Pipeline' / YAML editor, or from a previously exported pipeline, and pass it through unmodified.

Write operation rejected for a permission reason: report; do not retry with different credentials without operator confirmation.
Write operation rejected for any other reason: STOP, preserve evidence, report to approval owner; do not retry with a different, invented command.
Verification failure: report; do not delete, stop, or recreate the resource automatically.
Recovery procedure
If failure during discovery (Steps 2-3): no resource created/modified. Fix authentication/region/service issue and retry from Step 2.
If failure during the target service's module (Step 4), discover/verify sub-actions: re-run discovery; no resource was created, retry once the root cause is fixed.
If failure during a create/write sub-action: check the error. If authorization-related, request the specific permission (or, for Build, use the console/Pipeline fallback) with a new approval request. If a parameter/name error, correct and retry.
If failure during verification: the resource may be in an inconsistent state. Do not delete/stop/recreate it automatically; report and await a decision.
Never expand recovery into a different service's module, or into CodeArts Req project data, to compensate for a failure in the target service.
Rollback
Most operations in this skill are read-only or additive; a symmetric "undo" API does not exist for every action. Never delete or stop a resource automatically after a downstream failure — report and let the approval owner decide. Only use a Delete/Stop-style operation after confirming (via hcloud <SERVICE_NAME> --help) that it exists for that service, and only with explicit approval.
Listed for CodeArtsArtifact but not independently parameter-verified; probe --help first.
CodeArts TestPlan: no remove-test-case-from-plan operation was confirmed; report to the approval owner and remove cases from the console instead.
