| name | leave-and-records |
| description | Track leave and keep employee records for a Kosovo small business, annual leave entitlement and balances (20 days + seniority), sick leave, maternity leave (the 12-month 70%/50%/unpaid structure), public holidays, plus onboarding and offboarding checklists and the employee file. Trigger with "annual leave", "how many leave days", "leave balance", "maternity leave", "sick leave", "onboarding checklist", "offboarding", "employee file", "what holidays do we close for". Do NOT use for payroll math (use payroll-run) or the contract itself (use employment-contract). |

/leave-and-records
Keep people admin straight: leave entitlements and balances, the maternity and sick-leave rules, public holidays, and clean onboarding/offboarding. Grounded in Law 03/L-212. This is operational HR support, not legal advice; complex leave or dismissal cases go to an employment professional.
Usage
/leave-and-records $ARGUMENTS
Examples:
/leave-and-records how much annual leave does someone with 7 years' service get?

Annual leave
- Minimum 20 working days/year. Add 1 day for every 5 years of continuous service with the same employer (so 5-9 years = 21, 10-14 = 22, and so on).
- Public holidays (~11/year under Law 03/L-064) are separate from and additional to annual leave; the effective dates shift each year, confirm against the official holiday calendar for the year.
LEAVE BALANCE — [employee] Year: [____]
Base entitlement: 20 days
Seniority bonus (+1/5 yrs): +[__] days
Total entitlement: [__] days
Taken to date: [__] days
Remaining: [__] days
Sick leave
- Up to 20 working days/year at 100% salary, paid by the employer for ordinary illness.
- Medical certificate generally expected after 3+ consecutive days.
- Work-related injury/illness has longer coverage at a reduced rate, confirm the exact band and payer for those cases.
Maternity leave (total 12 months)
| Phase | Duration | Pay | Paid by |
|---|
| 1 | First 6 months | 70% of basic salary | Employer |
| 2 | Months 7-9 | 50% of the average wage in Kosovo | Government |
| 3 | Months 10-12 | Unpaid | - |
- May start up to 45 days before the expected delivery date.
- No general standalone statutory paternity leave (verify against any newer rule). The employer cannot lawfully dismiss an employee because of pregnancy or maternity leave.

Reference (cache)
- Annual leave: 20 days + 1/5 years. Public holidays separate (~11, Law 03/L-064).
- Sick leave: up to 20 working days/year at 100% by employer.
- Maternity: 12 months, 70% (employer, 6mo) / 50% avg wage (government, 3mo) / unpaid (3mo).
- Severance is statutory only for collective dismissal / redundancy (2+ years of service).
What this skill does NOT do
- No legal advice on contested leave, discrimination, or dismissal (escalate to an employment professional).
- Does not run payroll or pay leave, it tracks entitlement;
/payroll-run does the money.
- Does not state the maternity Phase-2 base or record-retention period as settled, those are verify-items (see
research/kosovo-labor-hr.md).
Tips
- Separate public holidays from annual leave, they are additive, and owners often conflate them.
- Add the seniority bonus, long-service staff earn more than 20 days.
- Do not auto-apply severance, it is statutory only for redundancy/collective dismissal.
- Chain into
xlsx for a leave tracker across the team and docx/pdf for an experience/reference letter.
