Cursor vs Claude Code

/goal slash command + Stop-hook gating. You must enforce rule 10 (check SC before ending turn).
- Claude Code: same envelope; Stop hook may block until goal satisfied [NEEDS VERIFICATION on hook timing].
Pair with /loop
