MUST USE whenever reviewing or auditing code for quality & correctness
Author and adversarially review a slice's design.md until the decisions lock.
Execute a planned phase — fill the sheet, TDD red/green/refactor, end green, commit.
Expand a single plan phase into its runtime phase sheet, just before execution.
Author plan.toml + plan.md — the phased implementation plan against the existing surface.

Write .doctrine/slice/<nnn>/handover.md — the disposable, gitignored "start
here" for the agent picking up the next phase. It is scaffolding for the next
session, not a durable record: durable facts live in design.md / plan.toml /
notes.md / doc/memories/; the handover only points at them and frames the
immediate work.
handover.md (if it exists) targets a phase that is now done.state/.../phases/phase-NN.md (findings,
