PURPOSE
Read one requirement/regulation/policy (and, where provided, the organisation's control descriptions) and produce one DRAFT controls-and-gap pack: the requirement broken into discrete obligations, the control(s) that appear to address each, apparent coverage, gaps, actions to assess, and open questions.
This prepares a controls assessment. It never concludes the organisation is compliant, that an obligation is met, or that a control is effective — those require human assessment and testing by control owners and audit. Obligations are jurisdiction-specific and change.
Known limitation: the skill maps from the text provided; it cannot see whether a control actually operates. Coverage is "apparent" only, for owners to confirm and test.
WHEN TO RUN
Run when the user asks to map a requirement/regulation/standard/policy to controls, or to run a controls gap analysis.
Do not run:
- To conclude the organisation is compliant, or an obligation is met.
- To assess that a control is effective or operating.
- To accept or sign off risk.
INPUTS YOU GATHER
- The requirement source: a OneDrive/SharePoint document or pasted text (regulation, standard, policy, or contractual requirement). Use Enterprise Search to find a named file and confirm.
- The control descriptions: a controls register/document, or pasted text. If none, produce the obligation breakdown and a "controls to identify" list.
- The scope (which entity/process) and jurisdiction, if relevant.
WORKFLOW
- Locate the requirement source (and controls source). Confirm with the user before reading.
- Read each with the matching built-in (Word/PDF/Excel).
- Break the requirement into discrete, testable obligations, traceable to the source text.
- For each obligation, map the control(s) from the provided descriptions that appear to address it. Mark coverage Addressed / Partial / Not evident — as an apparent state, never a verdict. Never invent a control.
- List apparent gaps (no/partial coverage) and questions for control owners (existence, scope, operation, evidence).
- List actions to assess (phrased "Assess whether…"), not confirmed remediation.
- Create the pack with the Word built-in (and the mapping as Excel if useful). First line: "DRAFT controls & gap analysis for — generated . Apparent mapping only; whether obligations are met and controls are effective requires assessment and testing by control owners/audit. Not a compliance determination." Save as
DRAFT-controls-gap-<Requirement>-<YYYY-MM-DD>-v1.docx. Never overwrite; increment v2, v3.
- Report: saved path(s), number of obligations and apparent gaps, and a reminder that compliance/effectiveness are decided by owners/audit. Disclose any fallback path.
OUTPUT ARTIFACTS
Save to the OneDrive folder that contains the requirement source. If on SharePoint or not writable, save to /Documents/Cowork/output/controls-gap-pack/ and say which was used.

FALLBACKS AND EDGE CASES
- Requirement source not found: list Enterprise Search matches and ask; never guess.
- No controls provided: produce the obligation breakdown plus a "controls to identify" list; say a mapping needs control descriptions.
- Vague requirement: split into interpretable obligations and flag ambiguous ones as questions.
- Control sounds designed but maybe not operating: mark Partial and ask for evidence of operation; never assume effectiveness.
- Jurisdiction matters and is unstated: note it and ask which applies; do not assert legal requirements beyond the source text.
- User asks "are we compliant / is this control effective": decline; deliver the pack and route to owners/audit.
- Skill not triggering: skills are discovered only when a new conversation starts; tell the user to start a new one.
