发布工作流
工作流总览
1. 确认身份 → 2. 创建分支 → 3. 提交代码 → 4. 查找 PR 模板
→ 5. 创建 PR → 6. 指定审查者 → 7. 跟踪状态 → 8. 合并
步骤 1：确认身份与仓库
调用 mcp_github_get_me 确认当前认证用户身份。确认目标仓库的 owner 和 repo name。
步骤 2：创建功能分支
根据 PR 规范 中的分支命名规范创建分支：

分支命名格式：<type>/<ticket-id>-<description>，type 取值见 PR 规范。
步骤 3：提交代码

Commit message 格式遵循 PR 规范 中的 Commit 规范。
步骤 4：查找 PR 模板
在创建 PR 前，检查仓库是否有 PR 模板：

如果模板存在，用模板内容填充 PR 描述。如果不存在，使用 PR 规范 中的描述模板。

步骤 7：跟踪 PR 状态
检查 CI 状态和审查进度：

关注：CI 检查是否通过、审查者是否已审批、是否有未解决的评论。
步骤 7.5：manifest 接入（v2 必做）
创建 PR 后向 manifest 追加 PR 链接（在 stages.development.pr_links 数组中累积）：
