standardize a repository against FoundRy governance
convert a platform-specific AI artifact into a reusable capability package

Required Output

Process

Identify the parent FoundRy.
Select the correct naming pattern.
Preserve original platform artifacts in origin/.
Convert refined deployable behavior into skill/.
Put rationale and architecture in docs/ and research/.
Generate manifest.yaml from the repo manifest schema.
Add the repo to the FoundRy registry.
Flag private, client, employer, or public-source-only constraints.
