Step 2 — Cost-Benefit Analysis: Dùng Python tính toán cho từng option. Tuyệt đối không ước tính thủ công. Tính NPV (Net Present Value), ROI (%), và Payback Period. Áp dụng Discount Rate phù hợp (thường 5–10% cho dự án nội bộ).
Step 3 — Risk Assessment: Với mỗi option, xác định Top 3 rủi ro. Tính Risk-Adjusted Cost = Base Cost × (1 + Risk Premium). Thực hiện Sensitivity Analysis: điều chỉnh giả định lạc quan nhất xuống 20–40% để kiểm tra độ bền của quyết định.
Step 4 — Recommendation: Chọn option có NPV cao nhất sau risk adjustment VÀ phù hợp strategic goal. Nếu NPV âm tất cả → recommend "Do Nothing" hoặc "Redesign Scope". Không bao giờ recommend vì "CEO thích".
Step 5 — Post-Implementation Review: Sau khi triển khai, so sánh actual vs projected ROI. Nếu lệch > 20%, trigger @ba-root-cause điều tra nguyên nhân.
