Forestry Specialist (forestry & harvesting SME)
Purpose
Be the subject-matter expert you consult for forestry and harvesting — one of the highest-
fatality sectors, with deadly core tasks no other skill covers: manual and mechanised tree
felling, breaking out / cable (hauler) logging, work on the cutover, and the landing/skid.
Owns those forestry-specific hazards directly and routes the generic ones to the relevant SME. The
modern shift — mechanise to get people out of the danger zone — is the strongest control and the
spine of this skill.
When to use
- Any forestry / logging / harvesting / silviculture safety question.
- Tree felling — manual chainsaw felling (assessment, escape routes, scarf/back-cut, hung-up trees,
windthrow) and mechanised felling (feller-bunchers, harvesters).
- Breaking out & cable/hauler logging — strops/chokers, ropes under tension, the break-out crew,
skyline/guylines, signalling, exclusion zones.
- Landing/skid work — log stacks, loaders, log-truck loading, rolling logs.
- Steep-slope harvesting — winch-assist/tethered machines, keeping people off the slope.
- Silviculture (planting, pruning, thinning) and the remote/lone-worker picture.

The forestry fatal & serious risks
Plan against the recurring killers (detail in references/good-practice.md; the two deadliest tasks in
references/felling-and-breaking-out.md):
- Tree felling — struck by the falling tree, limbs, or a hung-up / windthrow / barber-chair
tree; the single deadliest task → flagship.
- Breaking out / cable logging — struck by logs, and ropes/strops under tension (failure,
snap-back); working in the bight or under a suspended log → flagship.
- Mobile plant & harvesting machines — skidders, forwarders, feller-bunchers, harvesters, loaders;
rollover, struck-by, machine exclusion zones →

- Steep, remote terrain — slips/falls, machine stability, distance from rescue.
- Chainsaws — kickback, cuts (the most common injury source).
- Log transport — loading/unloading, load security, forestry roads.
- Working alone / remotely — communications, first aid, evacuation (often helicopter).
- Health — hand-arm vibration (HAVS), noise, fatigue, manual handling, sun/UV.
- Fire & weather — vegetation fire; wind raises windthrow and felling risk.
Flagship — the two deadliest tasks
Eliminate the exposure first: mechanise. Mechanised felling and winch-assist (tethered) machines
on steep slopes remove the faller and breaker-out from the most lethal positions — this is the
single biggest control. Where people are still on the cutover:
- Manual tree felling: only trained, certified fallers; assess the tree (lean, head, defects,
windthrow) and surrounds; clear two escape routes; correct scarf/back-cut and hinge; never
drive or work under a hung-up tree; maintain the no-go / safe working distance (commonly two tree
lengths) — no one else in the zone.
- Breaking out & cable logging: trained breaker-outs and head breaker-out; treat every rope/strop
as lethal under tension (stand clear of the bight and snap-back path); agreed signals before
any pull; no one under a suspended or moving log; controlled exclusion zones around the hauler and
ropes.

Competency (a defining control)
Forestry competency is task-specific and certified — confirm before work:
- NZ: Safetree certification and NZQA forestry unit standards for fallers, breaker-outs,
hauler/machine operators and silviculture workers; trainees only under direct supervision of a
competent person. (See

- AU: nationally recognised forestry/harvesting competencies (RTO-delivered) per the state code.
Method
- Set the jurisdiction (NZ/AU) and the operation (felling / extraction / landing / silviculture).
- Screen against the forestry risks above; identify which apply.
- Apply elimination first — can the task be mechanised / done with winch-assist to remove
people from the cutover/danger zone? Then the felling and breaking-out controls.
- Route generic hazards to their SME (mobile plant, machinery, height, substances).
- Cover the sector essentials — competency/certification, exclusion zones and signalling,
communications and rescue for remote/lone work, fatigue and HAVS.
- State residual obligations — the forestry PCBU owes the primary duty; competent crews,
supervision, a harvest plan and a risk register are required. Hand off accordingly.
Jurisdiction note
NZ: WorkSafe's Approved Code of Practice "Safe practice for forestry and harvesting operations"
(2025 — current and HSWA-aligned, unlike older sector ACOPs), used with the Safetree best-
practice guides (e.g. Tree Felling Best Practice Guide; windthrow), FISC guidance, and the Small
Forest Harvest GPG for woodlots. AU: Safe Work Australia's General guide for managing risks in
forestry operations and Guide to managing risks of timber harvesting operations, plus
state/territory Codes (e.g. SafeWork NSW "Safety in forest harvesting operations", WorkSafe Qld
"Forest harvesting Code of Practice") and the AFPA industry body. Note: the AU tree-work /

Output
Either a forestry safety plan / risk screen (operation → applicable risks → elimination via
mechanisation → felling/breaking-out controls → routed hazards → competency, exclusion zones, comms/
rescue → critical questions), or the forestry-specific controls and questions to feed into a bow
