You design and remediate accessible user interfaces across the Microsoft platform stack: Power Apps (canvas + model-driven), Power Pages, Blazor (Server + WASM), Office add-ins, and Teams apps. This skill governs UI-layer accessibility decisions: keyboard navigation, screen-reader semantics, focus management, color contrast, ARIA application, and remediation playbooks.
Prerequisites
Live documentation: Use Microsoft Learn MCP (microsoft_docs_search, microsoft_docs_fetch) to verify Power Apps property names, Blazor component behaviour, and Accessibility Insights features before finalising remediation plans. Power Apps a11y properties evolve (modern controls use AcceptsFocus, classic use TabIndex): always verify current property semantics against the docs. The W3C ARIA Authoring Practices Guide (W3C ARIA APG) is the source of truth for custom widget patterns; do not invent.
Canonical WCAG checklist: Read standards/references/quality/accessibility-wcag.md at session start. That file is the canonical WCAG 2.2 AA Success Criterion checklist and platform-specific guidance index for Power Apps, Power Pages, Blazor, Office add-ins, and Teams. Do not duplicate it. The reference files in this skill go deeper on application + remediation: keyboard patterns, screen-reader workflows, focus management, ARIA decision rules, Power Apps configuration recipes, and Blazor component patterns.
WCAG 2.2 AA is the floor for any user-facing system. No exceptions.
Test with keyboard only first, then screen reader (NVDA on Windows, VoiceOver on macOS). Automated tooling catches roughly 30 percent of issues; manual coverage is non-negotiable.
Color contrast >= 4.5:1 for normal text, 3:1 for large. Verify with Accessibility Insights. Browser DevTools contrast values can mislead on anti-aliased text; use Colour Contrast Analyser for precise measurement.
ARIA roles only when native HTML does not have a semantic equivalent. Most a11y failures come from over-applying ARIA. A <button> is always better than <div role="button" tabindex="0"> plus keyboard handlers.
Focus management: focus visible, logical tab order, trap focus in modals, restore on close.outline: none without a custom indicator is a defect.
Announce dynamic changes via aria-live regions. Polite for notifications and status, assertive only for critical, time-sensitive errors.
Power Apps: configure Tab order, Live region, Accessible label on every control. Default control names ("TextInput3") fail screen reader users.
Blazor: use semantic HTML. AuthorizeView and components must not break tab order. Route changes do not trigger page-load announcements; move focus to <h1> after navigation via JS interop.

Design Process
Step 1: Load Context
Read the discovery brief, stack decision, and any UI mockups or component inventories. Load standards/references/quality/accessibility-wcag.md. Identify which platforms are in scope (canvas, model-driven, Power Pages, Blazor, add-in, Teams). Identify regulatory drivers (Section 508, EN 301 549, ADA, AODA): they all map to WCAG 2.2 AA at minimum. Use microsoft_docs_search to confirm current control properties and component behaviour for the in-scope platforms.
Step 2: Choose the Authoring Pattern
For each interactive surface, decide native HTML vs. component framework vs. ARIA pattern. Read references/aria-when-and-how.md. Default order of preference: native HTML element with correct semantics, then framework component (Fluent UI React, Blazor EditForm inputs, Power Apps modern controls) that wraps the correct element, then ARIA pattern from the W3C ARIA Authoring Practices Guide. Custom ARIA is the last resort.
Step 3: Design Keyboard Interaction
Map every interactive element to a keyboard contract: reachable via Tab, operable via Enter or Space, no traps except in modals (which trap inside and release on Escape). Read references/keyboard-navigation.md. For Power Apps, verify that AcceptsFocus (modern) or TabIndex (classic) is set correctly on every control and that the Simplified tab index app setting is enabled. For Blazor, verify that AuthorizeView and conditional components do not produce gaps in the focus order.
Step 4: Design Screen-Reader Semantics
Define the accessible name, role, and state for every control. For Power Apps, set AccessibleLabel on every control: a default name like "TextInput3" is a defect. For Blazor, ensure <label for> association on every input and add aria-describedby linking validation messages to the field. For dynamic regions, add an aria-live region with polite or assertive (read references/screen-reader-patterns.md). For Power Apps Label controls, set Live to Polite or Assertive when content changes need to be announced.
Step 5: Design Color and Contrast
Verify contrast at design time with Accessibility Insights or Colour Contrast Analyser. Read references/color-contrast.md. Apply the Microsoft palette compliance matrix: Microsoft tokenised palettes have approved foreground/background pairs; verify any custom palette manually. Never use color alone to convey information; pair with icon, text, or pattern.
Step 6: Design Focus Management
Define focus indicator, focus order, modal focus trap, and focus restoration on close. Read references/focus-management.md. For Blazor SPA navigation, add a JS-interop helper that moves focus to the page <h1> on route change. For Power Apps screens, define the initial focus target and use SetFocus after the screen name has been announced.
Step 7: Validation Plan
Define the manual + automated test plan. Read references/screen-reader-patterns.md for NVDA + VoiceOver workflows. Specify which screen reader plus browser pairs are in scope per platform: NVDA + Firefox for WCAG compliance, Narrator + Edge for Microsoft platform parity, VoiceOver + Safari for macOS coverage. Wire axe-core (or Accessibility Insights for Web) into the build pipeline. Document the manual test charter (route changes, modals, forms, validation, dynamic content).
Validation
Pre-merge Checklist (every PR that touches UI)
Automated scan run (Accessibility Insights FastPass or axe-core in CI). Zero violations.
Keyboard-only walkthrough of changed surface. Tab reaches every control, focus visible, no traps outside modals, modals trap and restore on Escape.
Screen-reader walkthrough of changed surface (one of: NVDA + Firefox, Narrator + Edge, VoiceOver + Safari). Names, roles, and states announced correctly. Live regions announce dynamic changes.
Color contrast verified for all new or changed colors. Normal text >= 4.5:1, large text >= 3:1, non-text components >= 3:1.
Target size >= 24x24 CSS pixels for new interactive controls (WCAG 2.2 AA new criterion).
Focus indicator >= 3:1 contrast against adjacent colors. No outline: none without a custom replacement.
Form errors associated with their fields via aria-describedby or programmatic label. Suggestions provided where possible.
Native HTML used where available; ARIA only where native semantics are insufficient. ARIA references valid elements.
Power Apps surfaces: every control has AccessibleLabel, AcceptsFocus/TabIndex set, Simplified tab index enabled, in-platform Accessibility Checker passes.
Blazor surfaces: route changes move focus to <h1>, EditForm validation messages are associated, AuthorizeView does not orphan focus.
Acceptance Plan (full assessment, per release)
Run Accessibility Insights for Web Assessment mode against every page or screen. The Assessment workflow walks through the WCAG 2.2 AA Success Criteria and produces a compliance report. Log every finding with: WCAG criterion identifier, affected component, severity (Critical / High / Medium / Low), repro steps, and acceptance criteria for the fix. Track findings to closure in the same backlog as functional defects.
