Fast-Skip Rules

• Pre-spawn skip: front-agent must run hooks/knowledge-has-content.sh before invoking this skill. If it exits non-zero (placeholder-only / empty), do NOT spawn the agent — return No relevant entries found inline and continue the workflow.
• If summaries contain only placeholders or no relevant matches, stop early
• Do not open detail files unless the summary/index suggests a relevant hit
