No Direct useEffect
Scope: All React/React Native component code. Does NOT apply to custom hooks that are themselves primitives (e.g. useMountEffect, useData).
The Only Allowed useEffect
Only inside reusable custom hooks — never directly in components:

Additional Patterns
Notifying parents: Update both in the event handler, not via effect.
App initialization: Run at module level (if (typeof window !== 'undefined') { ... }), never in an effect.
Effect chains: Never chain effects that trigger each other — derive values inline and batch in event handler.
