When this fires
The orchestrator parks at the contract review gate carrying context.contract_review (with contract_type, amount_gbp, deviates_from_template).
How a real human resolves the same gate
When contracts_counsel is NOT in PERSONA_AUTO_CLOSE, the gate stays open. The real counsel resolves it via the contracts console.
