references/deploy-checks.md: checklist trước deploy.

Quick usage

Tạo manifest:

python builtin/skills/deploy-skill/scripts/generate_deploy_manifest.py --env dev --template fabric-bridge/config/.fabric-deploy-config.json.template --out fabric-bridge/config/.fabric-deploy-config.json
Kiểm tra fabric-bridge/config/.fabric-deploy-config.json và commit.
