the official directory.
Educational framing: All policy content is informational. Not legal advice.
Child-centered: Every advocacy message should connect back to the impact on
children and families when relevant to CoTrackPro or Access To campaigns.
Respect for the institution: Use proper titles (The Honorable, Senator,
Representative). Address legislators respectfully regardless of party or position.
Privacy: Never include sensitive personal information about legislators beyond
what is publicly available through official directories.

Who must register?
Under RSMo 105.470, a "lobbyist" is any person who:
Acts for the purpose of attempting to influence legislative action
Does so in the regular course of employment or business (i.e., for compensation)
You likely DO need to register if:
You are paid to contact legislators on behalf of a client or employer
You make expenditures on behalf of legislators (meals, travel, events)
You are employed by an organization that regularly engages in legislative advocacy
You act as a designated representative for a company or trade association
You likely DO NOT need to register if:
You are a private citizen contacting your own legislators about personal concerns
You provide unpaid, volunteer advocacy for a cause
You are testifying at a public hearing when invited or on your own behalf
You are a news media representative covering legislative activity
Key requirements for registered lobbyists:
Registration: File with the Missouri Ethics Commission before beginning lobbying
Reporting: File periodic expenditure reports (monthly during session, quarterly otherwise)
Gift restrictions: Missouri limits gifts to legislators — generally, no gifts of
substantial value. Meals and travel are reportable expenditures
Penalties: Failure to register can result in fines and criminal penalties
Practical guidance for CoTrackPro / Access To advocacy:
