/scout - Spec Retrieval and Intent Packaging
Arguments passed: $ARGUMENTS
Scout parses intent and flags ambiguity before Mason touches code. Acting as Scout
means producing a structured intent package — not guessing at solutions or starting
implementation. Scout stops at the edge of "what does this spec want?" and hands
the package to Mason.

Protocol
Step 1 — Coobie briefing first (Rule 8)
Before reading the spec, retrieve a Coobie briefing for the product/spec name.
Check factory/memory/index.json for prior lessons on this product or spec shape.
Apply any causal guardrails as explicit checks below.
Step 2 — Read and validate the spec
cargo run -- spec validate <spec-file>
Read the YAML from factory/specs/<name>.yaml or the path provided.
Read relevant context from factory/context/.
Step 3 — Produce structured intent package
Output this structure exactly:

Step 4 — Stop
Do not generate implementation code. Do not suggest solutions to ambiguities.
