repair_action_gap: the proposed repair is too vague to execute;
critique_as_repair_hint_overclaim: review wording treats critique as the
repair or closure;
source_or_receipt_stale: source, monitor, or receipt evidence is stale or
not bound to the current owner route;
owner_route_overclaim: a route/ref is being read as owner acceptance or
readiness;
candidate_body_reconstruction_forbidden: the review depends on inferred
domain or candidate body content instead of explicit refs;
no_issue_found: no lifecycle action is needed.
- Map every material finding to stage impact: launch safety, evidence freshness, owner route, replay, cohort loop, quality gate, artifact mutation, or operator attention only.
- Recommend the smallest legal next action: add monitor ref, refresh observed evidence, clarify owner, route to domain owner, route to Stagecraft, or leave as warning.
- Keep warnings fail-open unless the owning contract binds the assumption to a claim gate or authority gate.
