4. Select The Smallest Complete Seed
Choose the lowest level that preserves the real project need. Do not add L3 merely because a runtime is available.
5. Plan Before Writing
Classify every target path:

6. Generate Or Retrofit
Generate custom project instructions, state, source atlas, semantic skill, packet, registry, validation and optional runtime contract from the reviewed seed specification.
7. Validate And Activate
Audit the selected readiness level. Activation means that the target project can reenter through its local kernel. It does not grant publication, deployment or external action authority.
