当用户消息同时满足下列两项即可触发：
从用户原始消息中提取：
wechatid：目标微信ID（支持 @im.wechat 结尾等格式）time：每日触发时间（支持 HH:MM、HH点MM分、HH点）若用户消息中无法提取 wechatid 或 time，返回缺失项提示并引导用户补充。
