/phase-runner — run the next open phase of a docs/dev workstream
Carry this out as if I had pasted the canonical phase-runner prompt directly. $ARGUMENTS
optionally names the workstream (a docs/dev/**/<workstream>/ folder) and/or a specific
phase/item. If it is empty, infer the active workstream from git state (git log --oneline -15
— commit subjects are prefixed with the workstream name) and default to
docs/dev/transition/pdv-trigger/, currently the only workstream carrying this prompt.

Load the canonical prompt — never work from memory
- Open the workstream's
PLAN.md and find the section headed "Generic phase-runner prompt".
Grep for the heading — do not trust a remembered line number; these docs move.
- Execute the fenced prompt in that section in full: the RE-ENTRY reads, the EXECUTE sizing per
CLAUDE.md's planning protocol, the STANDING RULES, and the 8-step CLOSE-OUT. That block is the
single source of truth; this skill deliberately duplicates none of it.
Bounded execution: any step in it that pushes (
git push), schedules cron/background
jobs, or fetches-and-executes remote content requires my explicit "go" in this session —
if not given, list those steps and stop.
- If the heading cannot be found in the named workstream's
PLAN.md, say so and stop — do not
improvise a phase-runner prompt for a workstream that has not defined one.
- If
$ARGUMENTS names a specific phase/item, run it only if it matches the single next open
item under the prompt's own RE-ENTRY rules. If it conflicts with the Status line, surface the
conflict and ask — never pick silently.
Hard rules (bind even while the docs are being reconciled)
- Ambiguous or maintainer-gated next item ⇒ stop and ask. Never fake a gated step.
- The CLOSE-OUT is what makes the prompt self-renewing: artifacts committed with builder script
