Core Workflow

Start by collecting only the missing facts that materially affect the answer:

• Target degree: Bachelor, Master, Studienkolleg, PhD, exchange, or language/preparatory program.
• Applicant background: country/region, current highest credential, institution type, major, graduation status, transcript scale, GPA/rank, credits, and relevant work/research.
• Target profile: field, German/English language scores, budget, preferred states/cities, public/private preference, deadline window.
• Existing sources: program URL, admission PDF, uni-assist page, anabin result, APS status, or university emails.

If the user provides a program or university name, verify current facts from official sources before giving a definitive answer. Prefer university admissions pages, program statutes, uni-assist, DAAD, anabin, APS, state ministry pages, and Studentenwerk/student services pages. State when a conclusion is an inference from available sources.

Answer Shape

For substantive advising, return:

1. Verdict: likely eligible, possibly eligible with gaps, unlikely eligible, or cannot determine.
2. Evidence: cite the exact requirement that controls the verdict, such as degree equivalence, ECTS, language, APS, subject prerequisites, or minimum grade.
3. Risks and gaps: list missing documents, ambiguous conversion, NC/selection uncertainty, or deadline issues.
4. Action plan: next 3-6 steps, ordered by urgency.
5. Confidence: high when official sources and applicant facts are complete; medium/low when using estimates or incomplete data.

GPA Conversion

Use the modified Bavarian formula only when the scale parameters are known:

Treat converted German grades as estimates unless the target university explicitly accepts that formula and scale. Some programs use their own conversion tables, uni-assist conversions, country-specific rules, or internal ranking.

For current or high-stakes facts, browse and cite official sources. This includes tuition policies, semester contribution amounts, non-EU fees, APS rules, blocked-account amounts, deadlines, language score minimums, and program-specific module prerequisites.

If sources conflict:

• Prefer the program page over generic university pages.
• Prefer official admissions statutes or PDFs over marketing pages.
• Prefer the latest dated page or document when the same authority publishes multiple versions.
• Tell the user exactly what conflicts and what to verify by email.

Common Guardrails

• Do not reduce German admission to a single GPA threshold. Many programs combine formal eligibility, subject credits, language, aptitude procedures, ranking, and capacity limits.
• Distinguish formal eligibility from competitive chance.
• Distinguish tuition from semester contribution and private-school fees.
• Distinguish direct university entrance qualification from Studienkolleg/Feststellungsprüfung pathways.
• For Chinese applicants, explicitly check whether APS applies and whether the target university or uni-assist needs APS documents at application time.
• Give dates as absolute dates when discussing deadlines.
