Tool Execution Standards
A tool call is a promise made on the squad's behalf. This skill defines
how tools are described, called, scoped, and how their failures are
handled — the "agent skills playbook" the research mandates.
Purpose
Make every tool interaction typed, least-privileged, logged, and
fail-predictable, so that LLM02 (insecure output handling) and LLM08
(excessive agency) have no quiet corners to live in.
When to use
- Adding any tool to
squad.yaml or an agent's frontmatter.
- Asclepius before running diagnostic tooling.
- Hermes before carrying an approved action to the ticket system.
- Eunomia when reviewing a new tool's blast radius.
Tool definition contract
Every tool the squad uses has (in squad.yaml notes and/or the MCP
schema):

Calling rules
- Least privilege. A head calls only the tools in its frontmatter
allowlist; the hooks enforce the ticket-system allowlist (Iris,
Soteria, Hermes) independently.
- Typed inputs. Values are passed as schema fields, never
interpolated into command strings or query bodies (LLM02).
- Preconditions checked, not assumed. A refund call without a loaded
approval artifact is a bug even if the hook would catch it — Layer 3
exists for failures of Layers 1-2, not as the plan.
- Side-effect honesty.
irreversible tools follow Article V without
exception; reversible writes state the undo path in the trace.
- One retry, then degrade. Transient tool failure: one retry. Second
failure: degrade per the tool's documented fallback (see
integrations/ticket-system.md) and surface the degradation in the
DecisionRecord. A tool failure mid-pipeline never silently drops a
gate — if Eunomia's write path fails, the artifact does not ship.

Logging
Every tool invocation that mutates state lands in the trace with:
caller, tool, redacted input digest, outcome, and correlation id
(ticket_id). The events.jsonl stamp hook covers output writes; ticket
mutations are recorded in the DecisionRecord's actions_attempted with
executed: true|false flags — the flags humans rely on after escalation.
Failure modes
- Scope creep: a head "borrowing" a tool via another head's dispatch.
All tool authority is per-head, non-transitive.
- Free-form writes: building API payloads by string concatenation
from customer text.
- Optimistic partial-success: assuming the refund went through
because the timeout happened after the request was sent. Verify or
treat as failed.
