执行步骤

读取 projects/$0/source_assets/story_setup/worldbook_entries/manifest.json、projects/$0/source_assets/story_setup/worldbook_entries/$1.json、projects/$0/source_assets/story_setup/story_setup_brief.json 与 story_core_asset.json。
新建条目时优先调用 worldbook-designer；已有条目增量修订时优先调用 asset-reviser。
生成 proposal_scope=worldbook-entry 的 workflow/pending_confirmations/story_setup.json，proposed_files 只包含目标 worldbook_entries/$1.json 的 proposal 内容；binding_scope、enabled、lifecycle_status 必须显式给出。
只有在用户明确确认后，运行 python app.py confirm-stage "$0" story_setup --scope worldbook-entry --asset-id "$1"。
读取 projects/$0/source_assets/story_setup/worldbook_entries/manifest.json、projects/$0/published/effective_views/world_view.json 与 projects/$0/source_assets/story_setup/story_thread_pack.json，确认 scoped publish 已同步 manifest 与 active projection。
返回中文摘要，并说明是否需要继续修订 /character-room 或回到 /story-room。
