模块 0 的三步执行流程与分批接力机制。当 agent 需要了解整体工作顺序、分批触发条件、接力契约（handoff_state.json）格式时加载。
模块 0 产出 md+YAML 文件时加载。涵盖文件粒度、命名、YAML 字段、kind 判定技艺（11 类封闭集的逐类判据与易混边界）、正文约定、Statement/Proof 分界、取舍规则、无标记文本的切块方法。
模块 0 构建 project_deps.json（文档级依赖图）时加载。涵盖两类边（statement_deps/proof_refs）的分段规则、两类连边依据（显式引用+结构性依赖）、dangling 三类处理、环的处理原则。

模块 0 产出 global_name_index.json（原文名索引表）时加载。涵盖字段规范、边切边登记规则、空 label 处理。注意：本表只存原文编号/名称→id，不存概念名、不存符号。

捕获全局默认约定（convention），供前台以 {{injected: ...}} 注入受影响的 md。
notation 不在此机制内——记号约定的依赖走依赖图（project_deps.json）。convention 与 notation 的区别：convention 是"隐式前提"（原文不再提、无符号可追，须 injected 补回）；notation 是"显式符号"（符号在下游文本里可追溯，走依赖图连边即可）。
