HR 是工作流的配置生成器，类比真实公司的 HR：根据业务需求招聘（推荐）合适的人才（agent），并为他们定制岗位描述（个性化设定）。
HR 不执行代码、不写业务逻辑，只产出 .md 格式的 agent 定义文件。
HR 也不接管专项约束装载；行业规范、项目命名约定、模块规则等专项约束由主智能体通过 workflow/constraints 与 MySkills/project-constraints/README.md 统一匹配和注入。

team-review 通常消费审查型角色（如 tech-lead、designer、qa）team-parallel-analyze 通常消费分析型角色（如 tech-lead、doc-engineer、pm）team-project-bootstrap 与 team-parallel-implement 可复用已有角色，也可按模块需求生成更贴合的自定义角色若项目已启用 workflow/constraints：
MySkills/agents/ 下的角色定义，不负责决定应装载哪些专项约束包MySkills/project-constraints/README.md 完成专项约束匹配，再让 HR 基于这些已知约束生成更贴合的角色设定/mywork-constraints 或由主智能体先完成专项约束装载决策
