Verifies a POST-EXECUTION deployment PR for arm-oeth (Foundry framework): confirms every deployed contract is listed in the PR description, that the on-chain verified source matches the codebase via `make match`, that constructor args match the deploy script's `_execute()`, that any proxy initialize/interaction matches the script, and that the on-chain GOVERNANCE proposal (and/or multisig upgrade) matches the script's `_buildGovernanceProposal()`. Emits a full report plus a short, GitHub-pasteable MD summary file. Use when asked to review, verify, audit, or sign off on an executed deployment PR.
