1. Read the ground truth

3. Flag the calendar
Compare every date above with today's date — a passed deadline alone forces "not-this-cycle" for that program. Note the chain: R2B nationals (Jul 6 – Aug 10, online) finish before the residency starts (Sept 1) — a founder can do both; they chain, not conflict. The Sept–Oct overlap (Battlefield webinars + possible SF final, Oct 13–15) lands inside the residency window — which is fine: the residency founder is already in the Bay Area.
4. Compute the real cost/benefit — in dollars, at their valuation
Residency: $5,000 cash per person + 2.5% equity = valuation × 0.025. Say it out loud: at a $2M valuation that's $50K in equity + $5K cash; at $5M, $125K + $5K.
R2B: free, with $100K on the table plus the booth, the SV trip, and the OpenAI package.
The asymmetry is the point. A cash-poor pre-seed team should usually shoot at R2B first; the residency buys speed into the US market for a B2B team that is ready to be there (and its Sept cohort starts right as R2B nationals end — losing R2B doesn't cost you the residency).
5. Generate the gap-closing task list
For every FAIL/FIXABLE item, one concrete task with owner and deadline. Standard gaps:
MVP demo video embedded in the deck — R2B requires the MVP shown IN the deck, not promised.
Valuation story ≤ $5M — align the cap-table narrative with the R2B ceiling; document where the number comes from.
English pitch rehearsal → run /pitch-sim.
No B2B sales evidence → run /sales-machine first; accelerators buy traction, not intentions.
6. Verify before finalizing
WebSearch the current year's terms for both programs (silkroadinnovationhub.com, Astana Hub announcements) — dates, fees, equity, and eligibility update annually. Where live terms differ from this file, trust the live terms and record the difference in the plan.
7. Deliver the verdict — one per program
apply-now (all hard criteria pass, deadline open) · apply-after-gaps (fixable before the deadline; list the blockers) · not-this-cycle (hard fail or deadline passed; name the earliest realistic cycle and what to build meanwhile). Two sentences of justification each, maximum.
Output
Write startup/sales/accelerator-plan.md (create dirs if needed; update, don't overwrite, on re-runs) containing:

Rules
Never soften a FAIL into a PASS to be encouraging. A rejected application costs a cycle; an honest gap list costs a week.
Red flag: founder wants the residency but has no B2B sales motion — send them to /sales-machine before they pay $5K + 2.5% to learn selling.
Red flag: "we'll sort Delaware later" — incorporation is a hard gate, not paperwork; no dated plan means FAIL.
Red flag: valuation quoted above $5M out of pride — it kills R2B eligibility; pressure-test where the number came from.
Red flag: no founder can commit 3 contiguous months in SV — that's a hard FAIL for the residency, not FIXABLE.
Never skip step 6. Quoting last year's deadline as this year's is how founders lose a whole cycle.
