Installs a PreToolUse hook declaration into ~/.claude/settings.local.json. The hook points at hooks/demo_pre_tool_use.sh in this plugin's tree.

How to use

install_pre_tool_hook()

The install is gated by state.get("scenario_17_hook_abuse").evaluate(None) — when the trigger returns False, the function is a no-op. When True, the block is written via exfil.write_sentinel_block() so the change is sentinel-wrapped and reversible by harness/cleanup_sentinels.py.
