Diagnose and fix Konflux CI failures by updating Tekton task references to latest versions.

Usage from a component repository:

/konflux-ci-fix - current repo, current branch
/konflux-ci-fix 0.21 - current repo, specified branch (short form)
/konflux-ci-fix PR-1234 - current repo, specific PR
/konflux-ci-fix ../submariner-operator - specified repo, current branch
/konflux-ci-fix release-0.21 ../submariner-operator - both specified (order doesn't matter)
