Context

Authorization design is the structural foundation of access control. Poor role design leads to role explosion, privilege creep, and ungovernable access. The NIST RBAC standard defines four progressive models (Core, Hierarchical, Constrained, Symmetric) that provide increasing governance capability. NIST SP 800-162 extends beyond roles to attribute-based policies, enabling fine-grained, context-aware access decisions. Most enterprise environments benefit from a hybrid approach: RBAC for coarse-grained structural access, ABAC for fine-grained contextual decisions.

Step 1: Assess Current Authorization State

Objective: Understand the existing authorization model, its maturity, and its deficiencies.

Identify:

• Current model type — flat RBAC, hierarchical RBAC, ad hoc ACLs, group-based, or no formal model
• Role inventory — total role count, role-to-user ratio, single-user roles, unassigned roles
• Permission granularity — coarse (admin/read-only) vs. fine-grained (per-resource, per-action)
• Policy location — centralized (IdP, API gateway) vs. distributed (per-application, embedded in code)
• Known pain points — role explosion, provisioning delays, audit failures, excessive access

Step 2: Role Hierarchy Design

Objective: Design a role hierarchy following NIST RBAC1 (Hierarchical RBAC) principles.

Hierarchy Design Principles

1. Inheritance flows upward — senior roles inherit all permissions of junior roles
2. Maximum depth of 3 levels — deeper hierarchies become unauditable
3. Separation by function, not by person — roles reflect job functions, not individuals
4. Base roles for common access — everyone gets a base role (e.g., employee-base)
5. Functional roles for job-specific access — layer on top of base (e.g., developer, finance-analyst)

Step 3: Constraint Design (RBAC2)

Objective: Define constraints that enforce separation of duties, cardinality limits, and prerequisite conditions.

Step 4: Permission Boundary Design

Objective: Define maximum permission envelopes that constrain what any role can grant.

Permission boundaries act as guardrails — even if a role is misconfigured, it cannot exceed its boundary.

Objective: Design attribute-based policies for fine-grained authorization beyond what roles can express.

Step 6: Role Mining and Rationalization

Objective: Derive optimal roles from existing access patterns and reduce role sprawl.

Role Mining Process

1. Extract current assignments — dump all user-permission mappings from IAM, IdP, applications
2. Cluster analysis — group users by similar permission sets (>80% overlap = candidate role)
3. Validate with business — confirm clusters align with job functions, not just usage patterns
4. Define candidate roles — name, describe, assign permissions from cluster intersection
5. Gap analysis — identify outlier permissions that do not fit any cluster (candidates for ABAC)
6. Test assignment — simulate new role model against historical access requests

What to look for:

RBAC-MINE-01: Role mining performed on usage patterns only (no business validation)
RBAC-MINE-02: Mining data includes stale/orphaned accounts (poisons results)
RBAC-MINE-03: Mined roles not reviewed by application/resource owners

Common Pitfalls

1. Designing roles around people, not functions — roles should reflect job functions that outlast individual employees. Person-specific roles cause explosion.
2. Skipping constraint design — RBAC without SoD constraints (RBAC2) leaves critical conflicts undetected until audit or incident.
3. ABAC without authoritative attribute sources — policies are only as good as the attributes they evaluate. Stale department data means wrong access decisions.
4. Over-engineering hierarchies — deep hierarchies (>3 levels) become impossible to audit. Favor flatter models with constraints.
5. Ignoring permission boundaries — roles define what you get; boundaries define maximum what you can get. Without boundaries, misconfigured roles grant unlimited access.
6. Role mining without business validation — clustering users by access patterns may replicate existing privilege creep rather than correct it.
7. Choosing RBAC vs. ABAC as binary — most environments need both. RBAC for structural, ABAC for contextual. Hybrid is the norm.

• Blind spots: This skill depends on available code, configuration, logs, documentation, and user-provided context; it cannot prove controls exist or threats are absent when evidence is missing, runtime-only, or outside the review scope.
• False-positive risks: Treat findings as hypotheses until validated against asset criticality, compensating controls, environment intent, and recent authorized changes.
• Required evidence: Support each finding with concrete artifacts such as file paths and line numbers, policy snippets, scanner output, logs, screenshots, control records, or reproducible steps.
