コードを新規作成・変更・削除する前に必ず発火する。
以下の 4 問に回答すること。思考は必須。
Q1. これは根治か？ 症状を隠しているだけ、または別の場所で同じ問題が再発する可能性はないか。
Q2. プロジェクトの最上位命題に近づくか？ プロジェクト定義に記載された最上位命題に対して、この実装がどう貢献するか。
Q3. バグの芽を先送りにしていないか？ この実装によって新たな問題が生まれる可能性はないか。「期限付き例外」が恒久化するリスクはないか。
Q4. この実装が間違っていた場合、最初に何が壊れるか？ 壊れ方を具体的に想定すること。「わからない」は不合格。
4 問全てに答えられない場合は実装に入らず調査を続けること。
