## 给开发者（technical）
- 新增 `POST /coupon/grantByTag`（向后兼容）
- IDL 字段：新增 `tag_rule_json` / `estimated_users`
- DB 新表：`coupon_grant_task` / `coupon_grant_dead_letter`
- 升级要点：客户端 SDK 无须升级；服务端按 detail-design.md §11 灰度
## 给运营（functional）
