根据 fallback.rb:121-128，以下错误被认为是不可重试的：
permission deniednot foundinvalid.*formatcapability.*not.*available其他错误被认为是可重试的，最多重试1次 (MAX_RETRIES = 1)。
尝试1: 失败 (retryable error)
尝试2: 重试中...
结果: 达到最大重试次数，触发fallback
尝试1: 失败 (fatal error - permission denied)
结果: 跳过重试，直接触发fallback
