pi-seshat

Initialize a foreign project to use the pi-seshat system. Symlinks .omp/, drops AGENTS.md and CLAUDE.md templates, scaffolds specs/ and .pi/, updates .gitignore. Dry-run by default; --i-approve gates all mutations.
