Instructions
Use this skill whenever the user asks "is this allowed?", "what's the cut-off?", "do we need SOX evidence for this?", or any other rules-of-the-road question. The policy lives as a static reference in this skill's references/ directory — read it on demand and cite the section number in your answer.

Usage
- Read the policy file once at the start of any policy-relevant conversation.
- When answering, quote the relevant section (e.g. "Per §2.3, accruals over $25k require a vendor MSA or signed PO as evidence"). Don't paraphrase rules.
- When in doubt, prefer the stricter reading and flag for a controller decision.
