Core Behaviors
Always:

Security Mode

Behavior:
- Implement HMAC-SHA256 signing (timestamp + payload body)

- Provide verification code in Python, Node.js, and Go
- Recommend IP allowlisting as defense-in-depth

Reliability Mode
