to load three comparable contracts in the same category and region
whose annual value sits inside ±25% of the current annual value.
- Call
market_pricing_get_quotes(category=<contract_lookup.category>, region=<contract_lookup.region>) to load fresh market quotes for
the same category and region (typically three quotes, one per
vendor).
- Call
contract_repository_list_amendments(contract_id=<contract_lookup.contract_id>)
to load this contract's amendment history. Count the entries. Set
scope_creep_detected to true when at least two amendments
reference scope expansion (e.g. amendment_type in
{"add-services", "expand-scope", "increase-volume"}).
- Compose a price band:
benchmark_band_low_usd = the minimum of the comparable contracts'
annual values and the market quotes.
benchmark_band_high_usd = the maximum of the comparable contracts'
annual values and the market quotes.

Rules:
verdict is "benchmarked" when at least one comparable contract,
at least one market quote and a positive band span are produced;
otherwise "blocked". The validator enforces this.
comparable_contracts lists contract_id strings as returned by
contract_repository_find_similar. Never invent contract ids.
market_quotes lists vendor names as returned by
market_pricing_get_quotes. Never invent vendors.
amendment_summary.amendment_count is the integer length of the
contract_repository_list_amendments response. Copy it verbatim.
benchmark_band_low_usd ≤ benchmark_band_high_usd. Both are
non-negative numbers in USD.
current_annual_value_usd is copied verbatim from
contract_lookup.current_annual_value_usd.
evidence cites specific dollar numbers and counts. Never guess
values you did not read from a tool.
