Decision flows
Flow 1: 9% flat regime vs real regime
Eligibility check (verify current ATK rules before deciding):
- Available to certain service business categories
- Turnover ceiling applies (confirm current threshold)
- Election is made annually
Ask:
- What's your expected annual turnover?
- What are your deductible business expenses? (subcontractors, software, office, equipment, professional fees, business travel)
- Do you take a salary from your SH.P.K. or draw as B.I.?
Heuristic:

Worked example:
Revenue €60,000, expenses €4,000 (software + accounting).
9% flat: €60,000 × 9% = €5,400 tax
Real regime: taxable income = €60,000 − €4,000 = €56,000. PIT brackets:
- 0% on first €960 = €0
- 4% on next €2,040 (€960 → €3,000) = €82
- 8% on next €2,400 (€3,000 → €5,400) = €192
- 10% on the remaining €50,600 = €5,060
- Total: €5,334
Real regime wins by €66/year. Close call. Recommend real regime if the user expects expenses to grow, 9% flat if they expect expenses to stay flat or shrink.
Flow 2: VAT registration threshold
Ask:
- Year-to-date turnover, including zero-rated exports
- Expected turnover for the remaining months
- Are you billing any Kosovo-based clients?
Decision rule:
