When to invoke this skill

CUO routes a request here when the user wants to:

• "Turn this into a DELIVERY_REVIEW."
• "Generate v2 of the DELIVERY_REVIEW from the updated source."
• "Draft a DELIVERY_REVIEW for ."

If the user asks to audit an existing DELIVERY_REVIEW, route to delivery-review-audit instead. If both, the supervisor chains the two.
