Web search is the fallback when internal tools have no relevant data,
not the default starting point.

Prefer original sources over aggregators. Flag and downweight sources
showing any of these signals:
- Speculation, future-tense predictions, hedging ("could", "may", "might")
- Nameless sources, false authority, anonymous quotes
- Marketing language, hype phrases, spin terminology
- News aggregators citing other news without primary sourcing
- Cherry-picked superlatives presented in quotation marks
- Outdated information when the topic is fast-moving
When sources conflict, prefer the most recent, most specific, and most
clearly attributed. Note conflicts explicitly in the final report rather
than silently picking one side.

This is the absolute upper limit — exceeding it terminates the task.
