Step 0.5 — Data Safety Gate (MANDATORY, blocking)
Sociolinguistic data is among the most sensitive material in the social sciences. Speech recordings are voiceprints (direct biometric identifiers), interview transcripts contain quoted speech that re-identifies speakers, speaker metadata routinely includes birth year / neighborhood / ethnic background / gender identity, and matched-guise experiments may collect perceptual judgments tied to participant demographics. Before dispatching to any MODULE, follow the mandatory gate defined in .claude/skills/_shared/data-handling-policy.md.
Skip conditions:
- The module operates entirely on a public corpus fetched by the script itself from a standard repository (COCA/COHA/BNC via quanteda, congressional records via
congress, etc.).
- The skill is invoked from an upstream orchestrator and
SAFETY_STATUS is already set in PROJECT_STATE. Read it; never downgrade.
