CI Release, SBOM, and Provenance Control
Objective
Ensure the published artifact can be traced to an exact source/ref and workflow, reconstructed or independently inspected, verified after download, and released exactly once under least privilege.
Release contract
Define before implementation:

Procedure
1. Close the source set
- Resolve and revalidate the exact tag/ref immediately before publish.
- Require version file/changelog consistency.
- Enumerate tracked files from Git, not a mutable working directory glob.
- Normalize relative paths; reject traversal, absolute paths, symlinks, submodules, device nodes, sockets, and unexpected file types.
- Exclude untracked build output unless it is produced in a controlled build stage and explicitly manifested.
- Use deterministic archive order, ownership, modes, timestamps, and compression settings where reproducibility is required.
2. Build once and promote
Build/test/sign the same artifact that is published. Do not rebuild independently in release or deployment stages. Record source SHA, workflow/ref/run, toolchain/image digests, and build parameters.
3. Generate SBOM against the exact payload
- Scan the extracted/published payload, not merely the repository root.
- Use a pinned, checksum-verified SBOM tool.
- Record SPDX or CycloneDX version and the artifact digest/subject.
- Validate JSON/schema and ensure the SBOM itself is included in the checksum/manifest boundary.
- Distinguish source, package, and container SBOMs.
4. Select provenance by plan truth
- Public GitHub repositories can use native Artifact Attestations.
- Private/internal repositories require GitHub Enterprise Cloud for native attestations.
- Free/Pro/Team private release paths must not request unavailable attestation permissions or make an attestation/SLSA claim they did not produce.
- An external Sigstore/cosign path is a separate contract with transparency-log, identity, privacy, verification, and keyless/OIDC assumptions.
Structural variants are preferred over a boolean that conditionally skips privileged actions.
5. Bind metadata
The manifest should bind:
- artifact names, sizes, SHA-256 or stronger digests;
- source tag/object/commit;
- release notes digest;
- SBOM digest and format;
- provenance/attestation identity or explicit
null/none;
- build tool versions/digests;
- schema version and creation time;
- verification policy.
Ensure SHA256SUMS covers every intended downloadable asset except itself, or document the exact closure rule.
6. Publish atomically and immutably
- Use one controlled publication operation when the platform supports it.
- Fail if the version/release/package already exists; do not clobber.
- Apply protected tags/environments and concurrency locking.
- Keep
contents: write, package write, signing, and cloud credentials only in the publish job.
- Revalidate remote tag and artifact hashes immediately before publication.
- Verify the resulting release/package metadata and assets after publish.
7. Verify as a consumer
Provide a clean-environment procedure that downloads by immutable version, validates manifest/schema and checksums, verifies signatures/attestations against expected repository/workflow/identity, and inspects SBOM subject binding.
Testing matrix
- version/tag and changelog boundaries;
- untracked files, symlink/submodule/path traversal/non-UTF-8 notes;
- archive reproducibility and exact file closure;
- malformed/missing SBOM and manifest subjects;
- duplicate release and tag movement;
- public attested versus private-free non-attested parity;
- OIDC claim mismatch and unavailable plan;
- interrupted publish and retry/idempotency;
- consumer verification on all supported platforms.
Evidence and claims
Do not label a pipeline SLSA Build Level 3 solely because it emits a provenance file. State the producer, isolation, provenance format, builder identity, verification policy, and residual compromise paths. Attestation establishes provenance evidence, not artifact safety.
Output
Return release state machine, privilege map, artifact-closure table, plan-gate matrix, test results, verification instructions, and rollback/revocation implications.
