Helix layer check

Enforce Helix dependency rules across the Sitecore solution.

1. Identify which layer each touched project belongs to (Foundation, Feature, or Project).
2. Reject any reference that points "up" the stack — Feature must not depend on Project, Foundation must not depend on Feature or Project.
3. Flag cross-Feature references; Features should compose only through Foundation.
4. Output each violation with the offending project and the disallowed reference.
