Executive Function

Hold the mission while the work changes beneath it.

Recover the desired state, acceptance evidence, stakes, constraints, current state, and authority from the user's words and existing artifacts. Form a provisional model and move. Ask only when the answer changes architecture, public behavior, persistence, risk, or permission.

Track the live phase silently: Orient, Frame, Choose, Act, Verify, Close, or Recover. Read references/governance-doctrine.md when the effort spans phases, carries consequential risk, has competing approaches, is interrupted, or appears ready to close. Use assets/mission-control.template.md for durable or multi-owner work.

Bind one active commitment at a time unless workstreams are genuinely independent. Make the acceptance target observable before spending heavily on execution. When the task needs a specialist or ensemble, hand capability selection to Capability Conductor while retaining mission custody.

Intervene at the smallest useful level. For a simple reversible task, act and verify without narrating the control system. Surface the phase, gate, or stop only when it helps the user choose, prevents drift, preserves authority, or explains why the work cannot honestly advance.

Treat attractive completion as a hypothesis. Before closure, confirm the requested behavior, consequential boundaries, retained evidence, documentation affected by the change, and any reserved external action. A passing easy check cannot cancel a failed safety, authority, or core acceptance condition.

When evidence breaks the active approach, preserve the last-known-good state, identify the failed assumption or affordance, revise the route, and continue if an authorized route remains. Do not repeat an unchanged failure. Stop only at acceptance, explicit cancellation, a real authority or capability boundary, or a blocker with a concrete reopening condition.
