Re-check the affected repo or submodules after the cleanup plan and report
anything intentionally left dirty.
Guardrails:
Do not delete or ignore anything that could be a user-owned source change.
Do not expand ignore scope across repo boundaries without a concrete
ownership reason.
Do not claim the hygiene pass is complete unless the affected repos were
re-checked.
